It is not uncommon in the business world to employ a disinterested third party to examine some internally-generated information. For example an outside auditing firm can look over the financial records of a company and generate a report. Or two external firms, an architect and a contractor say, can be used to keep each other under control. Checks and balances, just like in the US Constitution.
